The Employee Services Agency (ESA) supports the Board of Supervisors and County Executive in achieving County's missions and goals; provides services related to the needs of the County workforce, and minimizes the impact of losses and claims on the County. ESA Administration includes Fiscal Systems, Executive Recruitment and Appeals Officer functions as well as administrative support and policy guidance to ESA Departments. Support is also provided in other assigned areas.
Office of Labor Relations
The Office of Labor Relations has responsibilities related to County employees and employee organizations in negotiations, contract administration interpretation, grievance and discipline matters, hearings/arbitration, County ordinance code provisions, new labor legislation & the County's employee Drug and Alcohol Testing. Also part of this Department is the Intergovernmental Employee Relations Service providing a clearinghouse service to local government agencies. Services include compensation information; bargaining settlements and trends; contract research and analysis; and research on arbitrators, labor legislation and litigation.
Risk Management Department
The Risk Management Department includes the following divisions:
Employee Wellness provides services and activities that promote the health and well being of County employees.
The Workers' Compensation Division administers the Workers' Compensation Program, providing payment of medical expenses, disability benefits and rehabilitation of County employees injured in the course of their employment.
Insurance Division is responsible for preventing, eliminating, reducing, or transferring the County risks where ever possible and for properly funding remaining risks through insurance or self-funding, except for personnel benefits and workers' compensation.
The Occupational Safety & Environmental Compliance facilitates the development and implementation of Health and Safety and Environmental Compliance programs for the entire County.
Risk Management Administration provides management, fiscal review, administration support and policy direction for the department.
Department of Human Resources
The primary functions of the Department of Human Resources include recruitment, classification and benefits administration. The Department is responsible for the recruitment, hiring, and classification of employees for Santa Clara County. The Department administers the full range of benefit programs from hire through retirement for employees and their families and retirees.

Department of Equal Opportunity & Employee Development
The Department of Equal Opportunity & Employee Development is comprised of two Divisions: Equal Opportunity (EO) and Employee Development (ED). Together they provide educational experiences, programs and interventions that promote a work environment where every employee can function effectively and grow professionally.
EO provides comprehensive EO and diversity services to the County organization. EO administers a discrimination complaint process for employees and applicants for employment and conducts outreach to disadvantaged businesses to enhance participation in County contracting opportunities.
ED serves as a resource for County training opportunities and conducts countywide training programs and activities for employee development: Tuition Reimbursement, retirement and financial seminars, management and supervisory skills enhancement and work process improvement.
